Eld Rune like any other Diablo 2 Resurrected (D2R) Rune can be used to enhance a Socketed Item with new magical properties.
The rune adds 7% Increased Chance of Blocking property to Shield. If socketed in Weapon the item will gain +50 to Attack Rating Against Undead. When socketed in Armor, Helm it will get 15% Slower Stamina Drain.
